New FL Bill Requires Electrologists to be Certified to Perform Laser Hair Removal

SB504 was filed in the Florida Senate on October 12, 2015, that requires an electrologist who uses a laser or pulsed-light device to be certified by a nationally recognized electrology organization in the use of these devices and must have the appropriate training for each device used.
Following is the full text of the bill:
A bill to be entitled
An act relating to laser hair removal; amending s. 2 478.45, F.S.; defining terms; providing certification and training requirements for electrologists who use laser or pulsed-light devices in hair removal; providing an effective date.
Be It Enacted by the Legislature of the State of Florida:
Section 1. Present subsections (5) and (6) of section 10 478.45, Florida Statutes, are redesignated as subsections (6) and (7), respectively, and a new subsection (5) is added to that section, to read:
478.45 Requirements for licensure.—
(5)(a) As used in this subsection, the term:
1. “Laser or pulsed-light device” means an electronic device approved by the United States Food and Drug Administration for laser hair removal.
2. “Laser hair removal” means the use of a laser or pulsed-light device in a hair removal procedure that does not remove the epidermis.
(b) An electrologist who uses a laser or pulsed-light device must be certified by a nationally recognized electrology organization in the use of these devices and must have the appropriate training as defined by the board for each device used.
Section 2. This act shall take effect July 1, 2016.
