INDIANA Bill Would Allow Estheticians to Microneedle

AmSpa’s Take: There has been a strong national trend to expand esthetician scopes of practice to include more invasive cosmetic procedures. These bills often face significant debate over the exact scope of the additional treatments. As a result, many bills of this type can become stuck in committee and fail to pass.

Analysis: Currently in Indiana, as in most states, estheticians can provide a number of skin care services but are unable to provide treatments that qualify as the practice of medicine. If passed, HB 1131 would allow licensed estheticians to perform microneedling treatments after completing advanced training or certification.

HB 1131 defines “microneedling” to mean a cosmetic procedure that uses fine needles to create tiny punctures in the skin. In this context, the needle punctures are limited to no more than 2 millimeters and not less than 0.3 millimeters. To perform these treatments, the esthetician would have to complete an advanced training or certification in microneedling. The exact requirements of this training are not part of the current bill’s language. In addition to microneedling, HB 1131 would also add eyelash lifting and tinting as well as eyebrow tinting and lamination. These would not require a separate certification.
