MASSACHUSETTS Bill Would Allow Dental Hygienists to Inject

Bill Name: Senate Bill 2822 (S 2822)

Primary Sponsor: House Joint Committee on Consumer Protection and Professional Licensure

Status: 01/05/2026 Reported favorably by committee on Consumer Protection and Professional Licensure and referred to Joint Committee on Health Care Financing

AmSpa’s Take: While many state dental boards now allow dentists to inject botulinum toxins and dermal fillers, few states currently allow other dental personnel to perform these treatments.

Analysis: Currently in Massachusetts, licensed dentists may inject botulinum toxin and dermal fillers as part of a comprehensive treatment plan after they have completed a training program of 8 hours for toxins and 8 hours for fillers. However, they must personally perform the treatments and may not delegate them to others. If passed, S 2822 would allow a dental hygienist to provide certain toxin and filler treatments under the supervision of a dentist.

Under S 2822, a dental hygienist would be able to provide toxin and filler injections under the direct supervision of a dentist. The hygienist would need to complete the same training program for toxins and fillers that dentists are required to take. Do note, however, that the hygienist is limited to injecting only for therapeutic purposes and may not provide cosmetic injections. S 2822 also stresses that the hygienist may not inject independently.
